when we're talking about relevance and power.. even though some fans hate to accept it... the only way it makes sense to compare the character and decide who's strong and how's useless is considering their current state in the manga...

there are many fans who will say "Tsunade/Genma/Gaara/Oro/etc was a very strong ninja and he=she is a main character blah blah" yes indeed... they weren't fodder back then... but let's face the truth

at this point if you don't have FTG Bijuu MS, complete SM like Hashi, etc YOU'R FODDER NO MATTER WHAT...

for example.... can Tsunade beat any of the current REAL main characters who the show is about? (Naruto, Kakashi, Minato, Madara, etc) no! she cannot... is she usefull against the likes of Obito or a serious Madara??? no! can she do anything besides healing fodders like Foddera chan?? hardly... I admit she along with the other sannins and gokages was a relevant, strong main character... but you've got to face the truth fans!... she isn't relevant or strong anymore... even if she does something great for example saves someone who's 5 or 6 tiers above her, it will be nothing more than an obvious SETUP like in Hiruzen's or in Neji's case in order to make them look more relevant

same can be told about Orochimaru, Gaara, etc

I know it's a good thing to have illusions and all but let's face the facts
at this point everyone who's not Sasuke Naruto Madara Hashirama Tobirama Minato Kakashi or Obito is just an ant, whose real (no pnj) relevance converges to zero... only blind fans cannot see it U_U

'Fodder' is a relevant term. No-one is 'Fodder' you are only Fodder when being compared to someone.

Fodder - food, esp. dried hay or feed, for cattle and other livestock.

In attack on titan. The normal humans are Fodder when dealing with titans.

Ofc you could also use this in the case of random ninja (naruto) who are dead weight. they sit around and die.

I agree, but not everyone is supposed to be strong. Some are good at healing so they are the medical ninjas, and calling them fodder is retarded. They are better at healing than some other ones, so the other ones like Naruto and Sasuke are considered to be fodders to them but just for healing. So everyone has their role and calling them fodders is a little bit illogical.

Did it start off at current juubi arc? No. If the author wrote all those 650+ chapters, and in among all those chapters a character had an effect, that mean he/she has relevancy and not fodder.
You are giving your own definition to a term. Nothing valid.

Fodder are the unnamed people who are usually killed to show off another person's power (usually the enemies).

If you have a name and even a bit of relevancy to the plot, you are not fodder.
