Yes. Itachi set on fire half of the forest surrounding the Uchiha palace with one usage.
Sasuke created a Bijuu-sized flame to burn down the Hachibi - Itachi could hit the Kurama avatar as well with it. Considering the distance between Itachi and Minato while latter has his Bijuumode active, Minato won't even recognize Amaterasu's usage with knowledge. Without knowledge, he possibly couldn't even react in base and some Kunai spread.

Combining Tsukuyomi and Amaterasu is one of the most dangerous things. Especially without knowledge. Tsukuyomi is instant and one shots you with one eye contact. If you try to avoid eye contact permanently to avoid Tsukuyomi, you will not be able to react at Amaterasu via eye contact like A did. Conclusion: Dodging Tsukuyomi and Amaterasu at the same time is nearly impossible, at least for someone without knowledge, what is assumed by the OP.

With knowledge, I would give this to Minato, but no intel gives Itachi good cards.
