Well he still has the Rinnegan. We need to remember that the Rinnegan defeated the 10 tails in the first place. All Obito was using was the 10 tails power and none of the Rinnegan's power. I think what Madara was planning was unlocking the true power of the Rinnegan. If you think about it, Madara has no Sage chakara coursing through him. The SO6P did have Sage Chakara. This probably granted the true powers of the Rinnegan and allowed the SO6P to use abilities like COAT and so on. I think that was Madara's plan. He was going to absorb Hashirama's sage chakara and unlock the full power of his Rinnegan and then fight Obito.

The Rinnegan has to be much stronger then it been previously shown because the Rinnegan was the power that defeated the 10 tails in the first place. Even Nagato stated that his powers were no where on the level of the SO6P. Even when he used Chibaku Tensei he stated his was not even close to that of the SO6P's version.
