Being introduced in Part 1 doesn't make u less stronger lol. Part 2 Zabuza is the same as Part 1 Zabuza, the difference being he needs to get sealed. So yes, low Kage.

- Gaara should be high-Kage tier without a doubt.
- Jiraiya should be mid-Kage tier.
- Sasuke should be legend tier, he just needs more feats.
- Darui should be high-Jounin tier.
- Chiyo should be high-Jounin tier.
- Kisame should be high-Kage tier.
- Zabuza should be high-Jounin tier.
- Kurenai should be low-Jounin tier.
- Suigetsu should be high-Jounin tier.
- Sound 4 should be high-Chuunin tier.
- Juugo should be high-Jounin tier.
- Shikamaru and Kiba should both be mid-Jounin tier.
There are more little problems I see, but they're not worth mentioning.. nice list nonetheless.

Chiyo should be moved up to low-mid kage.
Kurenai beats 75% of your high-jounin tier. She should be moved up.
Pakura mid-jounin? Lol.
Inoichi low-jounin? Seriously? This guy has op jutsu, he is easily high-jounin, maybe even more.
Rest is more/less ok. Some things are debatable, but ones I completely couldn't agree with are listed above.

It has quite a few mistakes to be honest...
Some of the bigger ones:
Danzo and Kakashi should go 1 tier down.
Hanzo should obviously go 1 tier up (Since you're counting hype).
Konan at low kage??? Really??? You put her in the same tier as people like Chiyo and Hiashi???
She's definetly on the same level as Tsunade and Mei (Mid kage tier on this list).
And lastly Zabuza (And Hidan) is 1 tier too high, but I wouldn't have expected anything else from you ofc

With the acquisition of PS, Sasuke should be in the same tier as Madara, Naruto etc. Though if you are waiting for feats that's cool.
Tobirama should move up to Minato's tier.
Yagura is a Perfect Jin, that is enough to warrant him moving up a tier.
Other than that your list is pretty damn good. Definitely one of the better ones I've seen.

Temari stops Darui's storm release the same way Sasuke stopped Yamato's mokuton with regular lightning. Wind>lightning + water elemental combo because water is neutral to wind and lightning is weaker so the elemental combination will be weaker. Also Sasuke stopped Yamato's mokuton with chidori nagashi but mokuton is water + earth. This goes to show elementally neutral natures don't effect the strengths or weaknesses of kkg. BTW how does Darui stop KKM or get close to Temari?
As for Sakura VS Chiyo, what Chiyo showed us isn't allowing her to take on a bijuu sized summon and a character that can level a battlefield at a 100 meter wide radius, killing all the Juubi clones within the attack.
What that doesn't even make sense. Zabuza with his part 1 feats in part 2 will be at a lower tier in part 2 since the powerscale has moved quite a few people from part one up.
No Konan is roughly as strong as Hiashi or Chiyo. Putting her on the same level as Mei and Tsunade is dumb when Jiraiya in base without summons casually took her down. You really think Mei or Tsunade would go down THAT easily against Jiraiya?It has quite a few mistakes to be honest...

How is Tobirama on the same level as Minato? He can't even beat the ones in his own tier and some people below him.
@Shaneyy, either move Yamato, Sakura and Temari up one tier or move Zabuza and Hidan down one tier. Also Sai should be one tier higher while Hinata should move down one tier. Sasuke should go up one tier. Move 4th Kazekage up one tier or move Mei and Tsunade down one tier. Move Chouza down one tier, he isn't on par with Chouji. Move Juugo up one tier. Move Suigetsu up one tier. Move Omoi to special jounin tier. Move Dosu and Shigure up to low chunin tier. Move Akatsuchi down one tier. Move Juubito down one tier, he is not on par with the Sage of Six Paths.
What is the point of putting Kagami Uchiha in this tier list? We know squat about him.
Edit: Genma and Raido should move up to mid jounin tier because they were Minato's body guards and their weak and tired versions managed to stalemate the sound four.

He only loses to the 3rd Raikage, the 2nd Mizukage, and Killer B. But meh, I guess he should stay in his current tier.
I over exaggerated because he can beat Onoki and probably Muu. Although it would be better to drop Minato and Itachi one tier instead of moving Tobirama up one tier.
Can Tobirama beat SM Jiraiya? I doubt it.

Alright Temari wins I guess; however, Darui is overall stronger/well rounded and more experienced which puts him in an above tier.
Scans of "100" meter wide radius? I'm going to make a Sakura vs Chiyo thread, I believe Chiyo is stronger and way more experienced. I'll get back to you on this.

Why would only Zabuza and Hidan drop? Zabuza can take out Chiyo, Kitsuchi, Darui, Hidan, Fugaku, Mifune, probably Zetsu, and is roughly on the same level as Kimimaru, Hiashi, Mangetsu, and Konan. Zabuza is definitely up there and Hidan can take out most of the people in the tier Temari, Yamato, and Sakura are in. Zabuza and Hidan deserve to be up there.
As for Temari being up there, she has great Fuuton, that's basically it. Her other feats like speed, strength, chakra, hand seals, etc. don't compare to the above tier.
Yamato has comparable Ninjutsu to the above tier, but again he isn't as well rounded/overall as strong as them. Nearly all the people in the above tier would take him out. I only believe he could beat Zabuza, but that's just because he's a bad match up for him, having Doton and tracking seeds.
Sakura, same thing. Who can she actually take in that tier? BTW most people say Zabuza beats Sakura, just look in my latest threads about it.
So Sai is an average Jounin and Hinata is a Special Jounin? That doesn't seem right, their gap isn't that big. I can't see Sai as an average jounin. He, along with other Chuunin nearly got soloed by Haku.

But he isn't on Mei's and Tsunade's level... Mei has 2 KGs and great Suiton, Tsunade has Katsuyu, great medical ninjutsu, monster strength, and very well rounded. All the 4th has is Gold Dust which got stomped by Gaara. He should stay where he is unless more people agree with you.

Yes he is lol I can't believe someone like you would even put him in a tier lower. Hashirama even stated Obito was stronger and it's taking the whole alliance to beat him, including the previous kage, Naruto, Sasuke, etc. He is definitely on par with the SOSP, as he and Madara stated it many times.

Are u serious? Dude they were labeled Special Jounin for a reason. If they were as strong as a regular Jounin they definitely would have got promoted to it like Neji did. Sound 4 is overrated, they got beat by Genin and are just Chuunin level ninja.

Basically Yagura has access to all the special ninjutsu his Bijuu gives him, but he can transform into a Full Bijuu, access its full power and access Bijuu Dama. The other Jins can only do the first thing and Yugito can transform and have the special ninjutsu but she doesn't have access to Bijuu Dama.
