Lee is better written and more developed than Gai and he had changes throughout the series. Gai is sool though.

Yes the fact that he got owned by Gai in every encounter makes him better.
Seriously though, Gai-Kisame rivalary/interection was funny and cool. One of the most relieving and interesting things in part 2. Also Gai's last words were Kisame were really well written. Emphasized good ninjas know when to fight or respect each other.

If there is any shinobi I'd want Kisame to lose to; it's Gai. And all o their encounters and Gai's final respect to Kisame just makes me like the character so much more [then lee].
