I agree with some of these things, however finding things doesn't make you smart. It was never mentioned how he found madaras body or the dragon cave.

1) It is debatable, but has to be Minato
2) Again debatable, but I choose you, Pika.. wait.. Kabuto/orochimaru (because where would kabuto be without him?)
3) Shikaku/shikamaru. I haven't seen many times where Shikakus intelligence had to be used, Shikamaru, on the other hand was a semi-main character
4) In terms of tactical intelligence and the ability to read his enemies so quickly with his KGG I would have to put Itachi here
5) Obito.. / Madara in terms of brute strength and the ability to incorporate that with his intelligence.
6)Sausage, well because, he is badass. However, he is NOT smarter than Itachi (Scans or GTFO)
7) Perhaps Nagato? I mean he has shown some pretty bad ass jutsus, but are they really derived from his intelligence?
8) Kiba HAHAHAHAHHA no... umm.. I think I'll place naruto here. Although he doesn't have much intelligence, his bad ass power well makes up for the slack. He uses other peoples intelligence wisely and incorporates it into his attacks. He also has Kurama which feeds him intel on the go.

9) Kakashi, should be soo higher on this list, but I'm too lazy to amend it and I forgot about him since Obito has him in his rape dimension.
10) Tobirama, Again he should be so much higher on this list. He created a bunch of the fundemental jutsus all naruto characters use. For example, the shadow-clone Jutsu.
