I only use alive ninja so no edo Madara but EMS with mokuton Madara for example.

God Tier:
1. Juubito
2. Hashirama
3. EMS w/ Kyuubi Madara
4. Orochimaru w/ 2,3,4 Hokage Edo's (He showed the ability to use Edo Tensei while in combat)

Demi God Tier:

1. Nagato w/ Pein and Gedo Mazo
2. Naruto
3. Sasuke
4. DSM Kabuto (No combat use of Edo's since he never showed that feat)

Top Kage Tier:

1. Tobirama
2. Minato (Without the Kyuubi because he didn't have it when he was alive)
3. Itachi
4. Killer Bee
5. Muu
6. Third Raikage
7. Second Mizukage
8. Kakashi w/ Kamui
9. Hiruzen

All the tiers below are way to big to make! Let me know what you guys think and if I forgot someone!

EDIT: Oh hehe I forgot the snakes. I added them now! And Kakashi can solo alot of people with Kamui so he deserves that spot. And I put Tobirama a tier lower.

Kisame in top kage tier, SO6P in god tier. Oro in high kage and Kabuto w/ edo tensei in God tier.

Tobirama should go a tier down and Kakashi shouldn't be here.

And DSM Kabuto should definitely be here as well. Even if you don't count Edo, he's still high kage level.
