Football is a collision sport where as rugby is a contact sport. When American Football was first introduced, too many people where getting killed, so the President at the time mandated pad use.

Speaking with a friend who played both. The hitting is different. The athletics is different. In Football, players are required to explode between downs. Meaning, they go all out for 5 to 15 secs. So it requires 100 percent of a players speed and power during that time. While rugby, players are to be in play for the whole game, so it requires physical endurance.
