The comment likely refers to her power. It seems as though the angrier she gets the more explosive she is. Thus, when angered enough she could end the war in an instant due to a Nuke Like explosion.


If she was capable of ending this war instantly, then all the letters above her would do the same sooner. I find it unlikely she's that powerful.
