1. Sasuke: for having the best development in the story. his critics claim he changes him mind to much. However, this development is why I like him. That and I've always liked Byronic heroes, anti-heroes, and anti-villains more than heroes. Sasuke's motivation of filial piety based revenge is fascinating
2. Madara; the flashbacks kind of ruined him but he's still an awesome villain
3. Itachi: I generally like this character but he's low because of all the praise he receives. Itachi is nota hero. He committed genocide. Characters should stop praising him. He's fascinating because of his faults. However, not acknowledges these faults. This is a serious flaw in his development.

not sure how to rate the others as the didn't have sufficient character development
my least favorite would be Obito

@Bold this is where fanservice involves with the universe author created as an outer effect.
Itachi is a popular character with a great fanbase -both in numbers and loudness-; so everytime author praises him in his fiction, he also pleases a good amount of fans.
