I'm guessing anyone in Konoha could have learnt FTG, the only problem being creating your own seal/formula.

Minato was able to do this due to Kushina being a seals expert.

Oro learned Edo Tensei. Minato could have learned FTG in similar fashion.

However, FTG probably wasn't as locked up as the books on Edo Tensei were.
