Nagato is the person who uses the universal pull... but he cannot touch them... If he wants to use it on the 2 most physical ninja alive.. especially the one that can kill him with only 1 punch.. or mess up his body with a slight touch.. its his choice.

So we are bringing in summons now iight. Considering this is a living Nagato who can apparently walk.. he also takes chakra depeletion and stress on the body. <<< Something to consider when he is going against people who are gonna work his ass in taijutsu.
