Kabuto wins this. As soon as the fight starts, White Rage will force Minato to flee the battlefield. If he stays, then he'll be a sitting duck as he won't be able to fight. Tayuya's genjutsu willl do the same. If and when Minato spreads Kunai out on the field, Earth Shore Return messes with their placement. Essentially, Minato won't be able to warp where he wants to. Kabuto will figure out FTG on it's very first use as it is kinda obvious so useing Earth Shore Return to counter won't be an issue. Food Cart Destroyer will get sensed out and countered by the summoning of Manda II. Even if Minato could land a hit, with Kabuto's regeneration and Oral Rebirth would render most of them useless and the fact that Minato's strongest technique is an ordinary rasengan won't help him. Even if the impossible happened and Minato marked Kabuto, Kabuto would still be able to react to Minato's incoming attack with his sensing, and Oral Rebirth would leave the mark behind.

Kabuto for several reason:

• Kabuto has reflexes that are faster/on par with Minato. We've seen Kabuto dodge Susano's arrow at close proximity - which is pretty damn fast since it forced Kakashi to evade it using Space Time doujutsu

• He has Edo Tensei - something you didn't restrict. Also, Minato cannot do much damage against DSM Kabuto. His regenerative powers are off the top. He'll recover from a Rasengan hit in about 5 minutes.
