If you check his twitter page , he has a tweet saying that he did indeed finish writing naruto in 1996.

i dont know if thats his official page but it seems to be the only one and pretty legit.

Kishi doesn't have an official twitter, he wouldn't be retweeting things in English when he doesn't know any.

Kishi doesn't speak English.
The guy practically needed some changes to it. But yes, he pretty much planned out the main schpeel of the series. Realistically, it's impossible to write a series like that on a go. That means he has to come up with ideas while drawing at the same time. He's only human.

I don't think it's real BUT I'm pretty sure the man knows English. It's not difficult to learn plus writing/typing it is much different than speaking it.

Edit: Also he specifically made Naruto to appeal to a western audience, that's why Naruto has blonde hair and blue eyes. ^^ So you don't think he's maybe studied English in case of an interview over here?

If that was by Kishi, I seriously doubt that he planned out everything he's been giving us now, back in 1996. He may have planned out part 1, or he could have been talking about the original concept of Naruto (since Naruto was originally something else entirely that he changed when the original concept gained popularity). But considering that he has stated in interviews during the war arc that he is "extended the series another year or two", would really question something as bold as saying "I wrote the entire story in 1996".
