It's obviously Oonoki, if you notice, all the nations are standing with their respective members. Hidden Cloud is on the right, Leaf village in the middle-ish, the the left of them is Hidden Rock, then Hidden Sand and then Hidden Mist. Oonoki is floating above Hidden Rock.
