Basically because Gaara seemingly is taking Shukaku's chakra... Making him a Jinjuriki, and thus the primary plot event of the Arc is reversed (Gaara dying and losing Shukaku).

you're saying this latest chapter with Gaara getting Shukaku back makes all the past events totally useless..
because it was about him losing Shukaku and people losing lives and limbs all over Shukaku and now Gaara gets it back.

But who told them that Gaara got it back? He is helping to pull the chakra out of Obito and that's it. Shukaku has to be sealed in him and that is not going to happen.

I don't understand your point, why are you saying it's filler like? We can't just skip introductions of characters, if we did we wouldn't have any idea who diedara was, and we wouldn't even know who the **** sasori was when they transform into him in order to try and trick Kabuto. Not to mention it show cases Sakura's healing abilities and shows that Kakashi has gained the mangekyou sharingan (in a weak state). Showing the mangekyou in a weak state allows for us to see Kakashi progress in his ability to use it. If you just skip this arc, you lose a lot of information. Of course you can infer as to what happened by reading later chapters, but that's the same for every arc.

For example sasuke vs. Itachi could be considered filler using that logic, they talk about Sasuke killing Itachi later why read it. Sasuke uses Sussano later, we don't need to see Itachi use it.

This is what I think you're trying to mean, which honestly doesn't make sense to me. That arc is needed to progress through the story and essential to character development, just like every other arc Kishi has wrote. It is his story, the development at times may not be the best, but he isn't going to write a whole arc if it could be considered to be just filler.

Also sorry if I interpreted your post wrongly. if you meant something like its filler because Gaara is going to get the ichibi back I would like to offer a counter offer to that. Naruto is the one pulling the chakra out of Obito's body, Naruto is going to be the one to get the chakra (unless someone like madara interrupts it). The reason Gaara was needed was because Gaara has compatibility with the ichibi's chakra, and since naruto can make the kyuubi chakra link with anyone it's able to link to gaara. The same thing goes for Bee. They are compatible with the ichibi and and hachibi respectively, but naruto isn't the ichibi and hachibi never gave him any chakra willingly, thus making Naruto non compatable. However, naruto is forcibly made compatible by using gaara and bee to link the chakra.

Think of it as how the kyuubi describe his chakra link to naruto. The kyuubi can only give chakra through Naruto, since he is only linked to naruto, but naruto can has become skilled enough he can link that chakra with the friends he's made fitting each one like a key. Gaara and Bee are the Keys to the ichibi and hachibi's chakra. Naruto than makes a key for Gaara and Bee's chakra connecting to naruto, allowing for the ichibi and hachibi to be connected to Naruto through Gaara and Hachibi, this would be easier to explain if I made a drawing, but I tried explaining it as good as I could with words. Maybe the kyuubi explaining will help.

Imagine two of the shinobi are Gaara and Bee, but the left is a key connecting them to the Ichibi and Hachibi's chakra.

I don't see how it is filler. Yes I've read through the thread, but I still don't see how Gaara getting back suddenly reduces the Kazakage arc to filler. Gaara losing his tailed beast wasn't really the point of that arc, rescuing Gaara was the point. If retrieving the tailed beast was the point of that arc, then that arc failed epically story-telling wise.
