Well i've been seeing people say that Kotoamatsukami isn't apart of Itachi power i'm here to prove them wrong.

Here's were Itachi gave Naruto Shisui eye Itachi clearly stated it as his power.

Ok that is a terrible logic not saying that I agree with the OP but if we go by that logic rinnengan isn't part of nagato's arsenal, EMS isn't part of sasuke or madara's arsenal, sharingan isn't part of kakashi's arsenal, and so on

Sure, but note it had a power Programed into it... meaning that he's using it as a tool more than an ability. He also programed it only to respond to Sasuke's eyes..... which then would only react to Itachi's eyes once Sasuke took them.

The eye is in his possession but its not his technically. When talking about layering a genjutsu, it would sound stupid to say "the eye layered a genjutsu" rather than saying "I layered a genjutsu"
Its not part of his power, its simply an objective asset.

Actually, no. Itachi borrowed Shisui's power. Nagato borrowed Madara's power. Sasuke and Madara have EMS because they borrowed their brother's power. It's part of their arsenal, yes. But that doesn't mean that it is theirs.

1. The crow and the eye are gone
2. It was programmed with "Protect Konoha" only
3. It was programmed to react to Itachi's eyes and Itachi's eyes only, meaning the crow would target Itachi only, which end terribly for him in the case that he could make it cast an order other than "Protect Konoha", which he can't

Wrong, Everything you said is right up there except 1 thing, It's considered Naruto's power at the very least. Itachi called it his power right? And he was given it by Shisui but Itachi gave KA to Naruto which makes it Naruto's power. Same way how Shisui entrusted his eye to Itachi, Itachi entrusted it to Naruto.
