Menma beats Nagato, 9 Masked beasts + Nuke + Kyuubi. It's just Naruto vs pain all over again, but with 100% kyuubi, 9 akatsuki level summons and evil killing intent.
His nuke is made of chakra, Preta Path would easily absorb it. Also, did you even watch the movie? 9 Masked Beasts are the Dark Kyuubi split apart, he can't use both at the same time, and if he relies on those alone, Nagato uses his summons and rapes them.
If he uses Kyuubi, its offense is absorbed or shot back at him via Shinra Tensei. Menma gets a BT+Soul Rip.
