They dont have to be prepped, just summoned.

Gaara wont take to flight immediately, & even if he did he has no idea that the explosive tags multiply. Gaara can easily mistake them for small explosions, thus believing that he's out of range when that's not really the case.

I thought he can only use that in his Edo state,or am i wrong?

He can use them on edos that he summons.

@Bold, I don't know about that.. I'd say it depends on the location. In a forest, he would clearly have the advantage taking the skies, and I don't see any reason why he wouldn't.

-The tags wouldn't be a problem, Gaara in Part 2 has had the tendency to try and overwhelm his opponents with as much sand as possible. [

I believe Tobirama can take this. Kage Bunshin's running around with FTG seals on them and placing them everywhere. Locations favor's Tobirama. High diff.

Well considering the location, flight wouldnt be ideal in the beginning, he will lose sight of tobirama's movements, not to mention tobirama can tag any nearby trees that he wishes, basically tobirama can run in & "test the water" of gaara's arsenal before safely retreating to a tag.

The above however is all if gaara goes flight mode, because then he has no proper view of tobi's movements with the obstructions.

1. Those were desert examples, a forest has much, much less sand.

2. Sand can be avoided, gaara will be focused on tobirama & not the various seals that he could have placed on many of the trees. If gaara tries to overwhelm tobirama then he could just make it seem like he's retreating, & then place a seal unbeknownst to gaara while doing so. Then when gaara's sand is a considerable distance away from him tobi can teleport to the previous seal, thus bypassing all of the sand offense.

Gaara has no info on tobirama's bombs, he will simply think to defend them, why would gaara try to avoid a simple explosive tag? It wont be until too late that he sees the multiple tags being created.
