I have a theory about how Minato can get the arm back. Since the edo tensei was cancelled by Obito Minato still has Narutos side so Kurama can give and lend their chakra to restore his arm LIKE chakra arm so then he can use the technique.

well u got to hand it to kishi he intelligently put a pause on minato and his tech so that the plot could unwing giving us details of tobirama and his mastery over the tech

frankly i dont think kishi intends to show more of minato , since it's difficult t create jutsu now when the powerscaling is very rare, i think kishi if he wants to show more minato will have to create unique jutsu as he somehow has to be diff from tobirama big time
