Asssuming that Sasuke does have PS, he had that After the cloak wore off. Also, there is no logical evidence to prove than an increase in chakra can awaken a new jutsu.

Naruto's Cloak does not develop techniques, it simply makes them stronger. Secondly, there is no cloak for PS development. This should be obvious evidence.

there's two reasons why Kurama's chakra powers-up poeple up
1. his chakra is better than there's. This is true of Kakashi. However, way back in the Sasuke and Sai arc, Kurama himself said that Sasuke's chakra was darker than his. Sasuke has gotten much darker since then as has his chakra as noted by Karin. Sasuke's chakra (unlike others with the cloak) is more intense and dark then Kurama. Kurama's chakra can't make Sasuke attacks more intense like it did with Kakashi
2. He has more chakra. This holds water. Sasuke needs a lot of chakra for PS. Kurama's chakra provides him with that. However, with how easily Sasuke can form Sussano w/ EMS. he could probably have legged Sussano without it. However, with Kurama's chakra, he be able to maintain it much longer without exhausting his chakra supply
