Perfect ninja is someone who best at everything,he/she cover everything a ninja should become.

1 Itachi :Hokage level mindset at age 5-7,good researcher,alot of jutsu in his arsenal etc
2 Madara :Knowledge of the history,alot of battles experience,alot of jutsu along with his sharingan
3.Hiruzen:Mentally stable,very tactical,he knew alot of jutsu from konoha and other villages (documented information from the hokage's scroll)
4Orichimaru :Researcher(knowledgeable of ninja skills),senju dna, master of kenjutsu and ninjutsu .
5DSM Kabuto:He was oriichimaru student ,therefore he have knowledge of orichimaru data /research record,he still have other ninja dna/powers
6 Sasuke uchiha:Current Sasuke is more mentally stable compare to the past sasuke,he seeking answers and collecting information from people.Otherwise,Sasuke cover everything a shinobi should be.
7 Tobirama:He was Hashirama right hand man,he have alot of battle experience in past war and he was a great inventor of edo tensi,ftg,shadow clones.He lack ninjutsu variation,genjutsu ,
8 Naruto:Minus kurama base on thinking,naruto is slowly becomming better as an ninja.However he mental status is weak since he nearly give up on the war against juubito/obito twice or more.He need to cover ninjutsu , genjutsu and weaponary.Naruto defensive abilities need more improvement .
9 Kakashi:He cover everything expected for a shinobi but he lack stamina.His analytical skill is very impressive in the war arc

10 Minato:Beside ftg and rasengan,minato is mentally weak because he reflect on his past flaws which handicap his performance.Otherwise he very impressive with taijutsu and weaponary (kunai)

Yeah, because Tobirama's intention was to manipulate his own brother? God, if it wasn't for Hashirama's personality/mindset then there would be no Konoha.

Hashirama was the one who acted and strived to make his dreams come true. Tobirama then helped Hashirama achieve their dream Utopia after the village was created.

IMO the two best perfect shinobi are Madara and Hiruzen.

Madara seems to have mastered his doujutsu, and seem to be an expert in Taijutsu, Ninjutsu, genjutsu, and Finjutsu. Madara has also displayed great tactical abilities and some range of genius (as brawn isn't the only important thing in terms of battle).

Hiruzen is the most perfect example of a shinobi that we have ever seen. He has mastered all forms of shinobi combat, which was stated in the manga (the only one in the manga having this feat). That means he has mastered Taijutsu, Ninjutsu, Finjutsu, bukijutsu, Genjutsu, etc, ect.. He is also hailed as a genius and given the nickname of the professor (only person in the manga given a title in regards to his brilliance). His battle genius is shown multiple times when he was able to devise a plan to defeat orochimaru and his edo mentors. Also when he deduced and broke down obito's new jutsu. He also was said in the first fanbook to have the strongest summon in the manga (Enma).

Overall hiruzen has mastered every skill as a shinobi and even has the brains to back up his combat skills.
