There is a possibility that Obito will change. I am saying this because there are less than 30,000 ninjas and most villages would be a bit deserted after the war is over. I think it makes sense that Obito will revive shinobis that have been killed or otherwise the ninja world and its villages would consist of less than 50 percent of their usual population.

Obviously the majority of ninja are dying. They said earlier in the manga that as long as the shinobi system is in place, there will never be peace. So, the ninja are beginning to die out. Which means peace will come. Or so I assume Kishi's logic is.

I doubt that kishi will let so many people die if I refer to Nagato who revived all shinobis he killed.

Everyone in the village are not shinobis..villages are filled with fodders and women/widows and kids and dogs and cats.
Obito could change but reviving everyone would be dumb..considering most of dead are buried. But shinobis who are currently in the battlefield who got their chakra sucked up by tree may be revived somehow..that would make sense
