Gaara is underrated .

-Sand always protects him from physical attacks .
-Has gotten some OP jutsus in the war arc .
-Smart enough to figure out how to take a person out of Susano'o ( In that Madara part )
-Has a lot chakra reserves and has been fighting since Kages revival ( With only a heal from Tsunade )

Gaara is easily top 15 .

Gaara has always been an exceptional shinobi. Plus he is the Kazekage. Of course he should be somewhere in the top 15. He may have been bested by Madara, But it took Perfect Susanoo to do it.
