Unfortuantly she said she can't use mokuton, but she wasn't capable of learning it, she could possibly have the affinty for it, if may emerge when a specail senju eenfuses Natural Energy within his/her body. Shinshi is a mokuton structure. Without mokuton it can't be created.

Basically, At the moment, Edo Madara has a infinitely better chance than tsunade of pulling off Shinshuu - He's seen an copied it, he has mokuton, he has strong chakra, and he's about to get a massive SM boost.
