the link i posted explained that rinegan isnt the prerequisite to controlling mazo. hashirama cells is

He can control it, but he obviously can't summon it.

Rinnegan Obito would probably win, but the Obito that fought Minato won't.

Minato beat Obito without even using a clone.

Whereas Tobirama does not have a V2 FTG he can still avoid everything Obito has by manually tagging objects or using clones. In the end, he -will- tag Obito or simply trick Obito into kamui-ing a clone and then beat him.
