Tsunade can beat Hiruzen, mostly bcoz there's nothing in his arsenal that can cause damage to her, she will simply heal herself. And she has more chakra so she could possibly outlast him. However Tsunade isn't stronger than Hiruzen, seeing as she cannot defeat Tobirama and Hashirama at the same time even if they only have a quater of their power. Nothing in her arsenal can take them down..

Also with the size of the explosion he dosen't even have to aim at them shoot the ground and the whole area is covered in thee explosion...

Base V2 Juubito already massacares them. Going BM or using Shinju is just Obito seeing how badly he can decimate them.

V1 Juubito might be debatable, Though I would say that he would still win.
