Look the fact is Sakura was made to be a Heroine by Her fans base on being place in team 7 Naruto's team. Had Sakura not ben place on team 7 She would have about as much panel time as Tenten or Ino, Her main objective in the Manga was the same as Sasuke to dare Naruto to surpass Her by bulling and mistreating Naruto in the beginning, well it over, She is not in Naruto's league, She did Her job like Sasuke did His make Naruto the strongest person in the Manga. You'r not going to see Sakura rival Naruto in power and the only way you're going to see Her character develop is if She starts non being a Sasuke - Kun Fan Girl that is what is holding Sakura back.
Part II, She had development when shippuden started until she defeated sasori, after that, no character development at all, and the little character development that she gained it went down hill in the kage arc. Her character development as a MAIN CHARACTER is disgusting.

This is not about who soloed who or who got stronger; this is about how characters get development and how much they have progressed in the aspects of characterization.
Few examples:
Rock Lee:
A weak drop out child who was good for nothing, with his hardwork and determination he became a much brave person, he represents people who are ordinary; yet want extraordinary things from life. People liked him selling ramen; he said **** it and became a ninja, he got a greatly developed relation with Gai like a father and son does. They have mutual respect for each other; even Lee mimicing Gai says a lot for his characterization since acknowledgement is a huge deal in this manga. He got an iffy relation with Neji; yet it turned into a genuine friendship and respect by time; in a way that made Lee kick the most op ****er in the ninja world after his death.
Hyuuga Neji:
Was a chiled who was obligated to be inferior and his father was taken by his "fate" which Neji was deemed to share with. This changed him to a rather fatalistic and cold individual; there are rare moments of concern of him for others before he got tnj ed by Naruto. After his fight with him; he changed his ideals and perception on destiny; his relationship with his family members get better; and he acknowledged Lee as his rival; leaving behind his attitude which was belittling against him. Then he sacrificed his life for his comrades; something he would never do before he changed.
^^Wanna add more for other characters? These are just brief explainations of these two, i just mentioned them since they are my faves and know more compared to other characers. Bear in mind that these guys had their development part 1 exclusive and got pretty much nothing in part 2; still got more development and characterization than a main character.
These are just 2. Much more sidelings had better characterization and development. It is not my fault how manga is written.
