Also remember it was capable of pushing a full powered Kurama outside of the Konoha gates.

At full extension speed, it could probably pierce through a regular shinobi. Not all the way, but to the point where it embeds into their insides. Ouch.

Chopping a person in half is less viable, Hiruzen would need to extend Enma enough to have a larger swinging radius, and he'd need to swing it at high enough speeds, but it'd be too unwieldy.
