The Susanoo against the Budda looks small simply because of the presence of the Budda that totally dwarfs it in terms of size. It's basically like dog would look small compared to a human but big compared to an ant. Different panels, different comparison

Just take a look to the second pic for example. This one

The red circle is close the the green one on both, showing the distance between the head and the shoulders is roughly the same(red circle symbolising the head and green circle the shoulders). Now compare the distance between the red circle(head) and the pink rectangle on the 2pics and you'll notice it's again roughly the same. And also notice the Susanoo on the left is sitting on his left side on the contrary of the Susanoo on the right who is standing

Those are the close similarities you can find between both Susanoo and like you may notice, in the end, the size remains the same(discounting the tails)

Can't you understand that it was covering kurama? What happens to a human who puts his arms in the ground, like a dog? He seems smaller. The same thing with the PS. It was covering kurama, who has the form of a fox(4 paws on the ground), so the susanoo adepted to that form. That's why it seems smaller. It's common sense, it's logic, it's obvious.
