Haku. He's very fast and capable from attacking all directions at nearly the same time. He would find the blind spot. To attack, Neji would have to move, something he can't do while in rotation. when he exits rotation, he gets attacked.
This assumes Haku would go for the kill. If he doesn't, Neji might win.

Um not quite
Haku can only attack from all directions inside his mirror room
If neji gets trapped then he can perform rotation and apparently the radius of it has increased during his prime

His rotation i s large enough to over capacitate the mirror walls and break through
And he can see haiku coming from any angle already
The byakugans blind spot is small already and neji's been working on it since his fight with kidomaru as well
Neji also has air palm
So he could just break the mirrors and run out too

Neji. Rotation is countering all needles thrown. chakra air palm is striking from a distance. Gentle fist taijutsu is striking from close range and stopping further use of ninjustu. Haku has literally no chance of winning. especially since he would have been defeated by sasuke because of a 2 tomoe sharingan. and that sasuke at the time was inferior to rocklee of part 1. Neji died at a jonin level and haku was anbu level

Haku was ****ing cool as but Neji takes this pretty easily. Haku had much potential its a shame he died so early in the show.

Part 1 pre sharingan Sasuke was able to outdo him. So Neji in his prime take Haku easily.
Then If Haku uses his ice mirror, Neji can keep up and rotation the hell out of him
Haku has no way of outmatching Neji. As someone stated earlier, early sharingan Sasuke could keep up with his Ice Mirror speed and react to it, a prime Neji should be able to easily outclass Haku
