I debated this matter many times honestly.

Itachi takes Mei,Tsunade,Ay,Onoki rather easily. It's gaara IMO that would give the most trouble due to his sand and changing the land scape but Itachi should be capable of pulling off a win. Itachi can take gaara high-extreme diff.

itachi beats raikage fairly easy.

Ms sasuke almost beat him. come on

Sasunoo? Hulk smashed.
He will use the mirror. Gaara can you use you non ninjutsu sand please.
On no it was an exploding Shadow clone, Sand flys Kages are blinded and take 5 damage.
Tsunade activates Strength of 100, Katsuyu heals the Kages.
Mei uses so jutsu to counter the sand flying.
Tsuande and Aye+ Onoki charges Itachi, he dodges Ay, oh no, Tsunade kills me.
