I think Obito can take him. His Kamui is a good counter for Tobirama's Hiraishin, plus he has battle experience against FTG users; but I'm open to any disagreement.

Regardless of how much battle experience he has against FTG, he can't beat it. FTG has been proven to be faster than Kamui. Kamui is slightly less than instant, while FTG is instant. Can't get better than that. While we haven't seen a finishing move from Tobirama I'll give this to him Medium-High difficulty.

Obito would never use a Juubi sized Katon on one person, that's completely illogical. Anyway, a Suiton Wall would counter it considering it's just a Katon that's large scale. Tobirama's Suiton Wall doesn't have to be large scale to counter it unless he has to defend multiple people but since it's just him, a normal Suiton Wall would suffice; Suiton > Katon (except from Amaterasu).

Hiraishin is also a good counter for Kamui. I think this match is in Tobirama's favor, largely because of Tobirama's continually exploding Edo jutsu. Kamui's time limit means Obito's only way out of that would be Izanagi, which would cost him his last sharingan. Obito either wins with his Izanagi, as against Konan, or Tobirama takes this.
