Its because the person who is most like naruto is sasuke. Naruto was lonely and alone and when he met sasuke, sasuke was the same. Naruto wanted to befriend the person who was just like him, but instead he made sasuke into a rival who is his friend. Naruto never had a brother and he pictured his relationship with sasuke(part 1) is how brothers are.
