Why did Tobi declare war instead of just attacking?

If he didn't announce that he would be starting the fourth shinobi great war, the villages would not have united and he could have easily caught them off guard before they had any form of organization and murdered everyone. Also Naruto would not have learned KM, which single handedly resulted in the death of a number of powerful Edos.

I think a war might have been easier to draw out naruto and killer bee so he could get gyuuki and kurama to revive the juubi at its full power and then decimate everyone because they are all in one place. But I could easily be wrong this is just my opinion

Because they wouldn't simply surrender, so it was probably out of pride.

Lets be honest; Obito could easily use his jutsu & speed to behead every single person on the battlefield one at a time.
He isn't doing that or trying though. It seems Obito traded his charisma for power. He also got rid of his intelligence.
He could still kill the people standing in his way, but it would be kinda hard especially since they are a team working against him. If Obito attacked while the tree was draining chakra he could have killed more people.

If obito never announced his plans he could of attacked either the leaf or the cloud from underground giving him a surprise advantage attack.However,the kage have were already in the middle of a meeting to talk about sasuke and the akatskui organization before obito declared war.This would of prompted them to do something eventually anyway.
