I wouldn't say onoki can't use jinton... He most likely can send a few off, seeing as the execution time for deid's clay attacks(consumption, molding, release from hand, activation), probably within the time frame of jinton... In any case, I don't see how deid just can't dodge the limited jintons Onoki can produce.

First of all Deidara said was Onoki is faster than the last time, that does not mean Onoki is keep up with Deidara. As far as we see in manga Onoki is a little faster.

And Onoki Jinto charg up took a little to no time at all, and the jutsu was fast enough to destroy the wood forest in no time. Charg and BAMB! The jutsu was 180 degree and it have incredible length.

And Onoki doesn't have to use up his jinto he only need to make deidara corner him self. Any of Deidara attack that are C1 and C2 are useless. As we see onoki Golem can tank it and onoki can make it instint as we see in Madara fight.

As for C3, C4 that fight wil mostly will be in the air so i see no point and C4 is too long to make it too. Most of Deidara jutsu is need prepare. Jinton takes prep every time. The author sometimes omits the Obvious charge time for a speedy scene or battle. That is evident from the lack of charge time for TBBs on occasions, when it was shown way back when Naruto took on a form of mini-four-tailed Kurama that chakra is belched out and concentrated. Albeit, he ate it and then let out a mini Flash Dama, the rest still applies.

Fact of the matter is, Jinton has prep time and it surely isn't a quick technique. Madara dodged it on foot; aerial manuvers give that much more flexibility. Deidara can use homing bombs to stall him and prepare Garuda. Once it's done, it's over for the old man. He is turned to ashes.
