No you're talking about Futton Rasengan here. Rasengan is a spatial recomposition jutsu itself. When you combine with the elemental recomposition like in Naruto's case(having fuuton), it becomes Futon rasenganI have to wholly disagree with this OP
Minato did not really master the Rasengan...only Naruto did technically
As stated in the manga the Rasengan is a jutsu originally intented to combine one's elemental recomposition skills with spacial recomposition...therefore making the rasengan used by Minato incomplete or not fully developed

A master rasengan is one that is mixed with an elemental recomposition....everything are in incomplete version, in which yeah Minato's got that down
I compare the incomplete Rasengan to that of the Ultra Super Saiyan...a failed attempt at ascending though powerful in it's own right but still incomplete version of the SSJ2

I'm saying the spatial recomposition(rasengan) is better mastered by Minato. Naruto managed to evolve the rasengan jutsu by puting the elemental recomposition in it however.
Simply put, Minato masters the incomplete rasengan you're talking about better than Naruto, but Naruto completed the technique nonetheless which made it more powerful
