Let me explain to you how this thread is going to go.

Most overrated: My least favorite character
Most Underrated: My favorite character.

Take your post for example. Sasuke isn't even clos to overrated since the majority of the people on the base bash him. You personally dislike Sasuke so you say he's overrated.
Now take Kakashi. He is not the most underrated. You just like him a lot and want others to like him. He is not underrated because people always say that he is invincible with Kamui.

my favourite character is Itachi but I know he's not the most underrated character (though his stamina is sometimes underrated)...

only bias fanboys think automatically their fav is underrated just because some people underrate them...

ofc there are characters who are truly underrated like Hinata (even after she performed twin lion enhanced 64 palms people claim she's fodder)
