1) Nah, he can do it. t isn't a problem for him to do it since he is able to lift Satetsu without any problems. He didn't do it because they were in a cave so if he used a Satetsu Tsunami, he would have flooded himself as well.

2) He wanted to kill them, yes, but he didn't take them seriously really.
