If Nagato's power was to control life and death, does this power vary for every Uchiha who gets the Rinnegan (the "normal way", and not by implanting) just like MS/EMS doujutsu varies? Obviously the shinra tensei, universal pull, chibaku tensei etc... would be the same in each Rinnegan, but would the 7th power vary with each rinnegan holder?

Yeah he should, but i don't think he'll be able to use all of the rinnegan doujutsu; he has only got one rinnegan eye. He'll definitely be able to use some rinnegan techs, but not all. Same concept with Kakashi and his one eye sharingan. He can't use all of obito's MS techs.

Nope all rinnegan users can use it
