Itachi by a long shot. Madara is clearly more powerful but he if Itachi had his power he clearly would be stronger. Shisui's abilities are awesome but are very limited, not worth it. Obito's are awesome but I think that susanoo makes itachi the victor in the comparison

No doubt shisui's sharingan abilities has best affects but shisui's sharingan can help in 1 vs 1 but in the battle against many shinobis shisui will definitaly lose because his kotoamatsukami can only be casted in a decade

but in my opinion kamui is best as by using kamui , its user cant be blind like in the case of itachi or sasuke or madara
kamui can make another person vanish in seconds
