Can hype/real Hiruzen do the Ino-Shika-Cho by himself?

No , He can't use them by any means

They are bloodline limits; they can't be performed by other people who are not clan members.

Of course he can. He can also use PS along with ftg and wood sage mode.

Its very simple. NO.

It was said in the manga, that Hiruzen KNOWS all the jutsu in konoha. Not that he CAN USE ALL jutsu in konoha.

Now lets assume for a second im wrong, and he can use all the techniques in konoha. He still cannot do ino shika cho formations. It takes 3 people, to do a succesful ino shika cho formation.

They're not part of any bloodline, they're just secret clan techniques...

However, with his intelligence, he might have been able to copy them. I doubt that happened, though.
It's possible, but I doubt it.

If he knew those techniques, he'd be able to do them with clones...
But still...
It wouldn't be nice for the Hokage to simply do that. Doesn't he need the support from clans? Maybe using those techniques isn't a good idea. They're restricted, after all.

Actually it was stated he knew and was able to use all jutsu's that existed in konoha.

Also as for the 3 person thing, He has shadow clones.

Minato taught him Reaper Death Seal so if someone taught him ino-shika-cho combo then he should .
If its a kekkei genkai instead of just a tradition then he could not perform it.
