exactly yet ppl put Minato in top 10 above the third Raikage but not God Forbid that someone puts Tobirama there, then they say Tobirama cannot hurt the Raikage, so Raikage > Tobirama

let's use that logic then, Minato's Rasegan isn't hurting the third Raikage, since FRS couldn't hurt him, neither is a Kunai killing him. and Minato cannot even hold him down let alone seal him. So what does Minato have that can hurt the third Raikage??

I highly doubt Tobirama can accurately pierce the Third's eye since no Naruto character including Tobirama has shown that much accuracy. Also I doubt Kishi considers the 3rd's eye as a vulnerable part as it has never been hinted to be. Also stabbing his eyes doesn't kill him.

Low-balling Tobirama here.

Tobirama was able to create two kage bunshin, compared to SM Hashirama's six while holding up a kage level barrier. Now, we know that SM amplifies everything; ninjutsu/genjutsu/taijutsu & chakra reserves due to the addition of nature chakra. Base Hashirama compared his volume of chakra to Kurama's and was able to make six bunshin (in Sage Mode) as stated before, Tobirama made two. Honestly, from this, Tobirama probably has half the chakra reserves of base Hashirama so at least half of the Kyuubi. It's plausible considering he's a top tier Senju and they're known for having extraordinary reserves/life force.

It doesn't matter if his speed surpasses him since Tobirama has shown probably one of the best reaction feat up to date (not discrediting Sandaime's reflexes). The 3rd is probably as fast as Ay and from logical conclusions, we can establish that Tobirama can indeed react to Ay.

We haven't a clue how Tobirama fights so we gotta make up scenarios for him. This fight with Juubito really doesn't count since he's teaming up with others and the fact that he's literally going up against a god.

Sorry if it sounded like I was trying to undermine tobiramas abilities, it's just like you said we don't completely know how he fights and he hasn't shown enough feats for me to even think he has the slightest chance of harming, let alone defeating the raikage.

Until new Suiton feats are revealed, Raikage takes this pretty easily.

Naruto was able to react fast enough to evade the raikages attack and aim for his arm, you don't think minato who has the best reflexes and reactions + ftg won't be able to do the same thing even better than naruto? Minato made a mockery of the Ay with his FTG, even though the 3rd is both stronger and more faster Tobirama doesn't get stomped. He still has Edo Tensei so he can use that if he doesn't get blitzed on the spot. Problem is Tobirama hasn't shown any jutsu that can harm the 3rd, like his water techniques wouldn't harm the 3rd so 3rd Mid Diff if Edo is restricted considering we don't know what Edo's he has.
