How the hell did Tobi controll the Mizukage?

I just thought about it........

I believe somewhere in the manga someone stated that the only possible people to control Jinchuuriki were
Madara, Hashirama, Yagura and Bee.
Maybe i forgot someone but im sure that those were 100% there.

And how did Tobi cast a genjutsu on him if Yagura was a perfect Jinchuuriki..... this makes no sense to me.

Obito used Madara's name to strike fear due to the name being more well known then his own. Which is why his name was never added to that list. If he had shown or used his own name I think he wouldn't have had the same effect or influence that he did.

It's to be noted that the Sanbi Isobu seemed to live independently of Yagura. 1) It was planted into Rin, 2) It is seen caught by Deidara.

Yagura's control over it may have come through some form of Genjutsu... he noticeably wasn't a direct host the entire time.

Could be at one point Yagura didn't have a host status... it's hard to say for sure! It could also be that they weren't on good terms which caused Isobu to not help him!
