I'm pretty sure his Complete Susano'o with full body is a bit stronger than his Final Susano'o with just a simple torso. And as of now, we're not sure if Sasuke can manifest his full body Final Susano'o.

Personally, I'm still trying to figure out how the hell he knew he could make his Susano'o grow legs in the first place, since he has NEVER even attempted to try doing so.

Very true. Sasuke only used it to test out his new eyes, Itachi only used it once, which was mainly to display Susano'o's ridiculous level of HAX, and Madara skipped it COMPLETELY and went directly to his Perfect Susano'o. The only reason we even saw Madara's Final Susano'o (IMO) is because stabilization takes a bit of time to completely fall through, which resulted in the Final Susano'o being on screen for a few panels. Same with the Hashirama fight. Madara didn't have the ability to instantaneously manifest Perfect Susano'o to block that TBB. But his Final Susano'o seemed to be plenty of power to do so.
