The reason I ask is because in my top 10 list I put Tobirama in 10th place but I believe the 3rd Raikage is stronger than him so I swapped them around.

He can't even hit Tobirama. His speed is above SM Naruto's and Tobirama is faster than that in base speed alone.

The only thing here mildly threatening is the fact that the 3rd has amazing durability but once he gets tagged he still dies.

Well, for one we know he is as fast as Hashirama and faster than Sasuke, what with him arriving at the battlefield long before him and complimenting Minato's speed, meaning they were running at top speed.

Secondly, he's managed to counter Juubito's shunshin speed multiple times, managing to tag him and put his paper bombs on him with a single hand ( since the other half of his body was obliterated ).

So yeah, I'm positive Tobirama is fast enough to deal with that, not that it matters since he has FTG any way.

He can simply make 1 clone and send it away. When the Raikage comes for him he tags him and immediately zaps to the clone. From then, the fight is over.

As for killing him- Raikage's skin was said to be as hard as iron, so he simply has to stab him through his eyes. Simple as that. FTG can make that possible.

Minato made a mockery of the Ay with his FTG, even though the 3rd is both stronger and more faster Tobirama doesn't get stomped. He still has Edo Tensei so he can use that if he doesn't get blitzed on the spot. Problem is Tobirama hasn't shown any jutsu that can harm the 3rd, like his water techniques wouldn't harm the 3rd so 3rd Mid Diff if Edo is restricted considering we don't know what Edo's he has.

But I'm not going to deny that having FTG and combining that with shadow clones will make you a high tier opponent; still I just don't think he's top 10.

I don't see how Tobirama even has a chance here. Nothing he has can hurt him. His most damaging technique is the serial exploding paper tags, but without edo tensei, he can't even use it. It probably couldn't hurt the 3rd raikage anyway. Hitting Tobirama won't be as difficult as people want to make it seem. His Hiraishin lacks versatility.
