Part 1 Gaara is a joke compared to Part 2 Gaara. He takes Tsunade rather easily. Sure, she could free herself, but does it matter? Nah. Gaara has already shown

Part 2 Gaara has better defense and in the scan you posted, Gaara used a very thin layer of Sand to defend himself from Lee's attacks. Not comparable.
