Susano'o is extremely rare. There is no guarantee they would even unlock it. Then there is the whole double MS and Amaterasu and Tsukuyomi dispute. Itachi and Sasuke's statements do conflict a bit.

False. You only need MS and it's powers unlocked to attain the third power, Susano'o. Manga fact. DB says Amaterasu and Tsukyomi because Itachi was the only Susano'o user.
