Bills AND goku said that he wasn't equal to 100% Frieza.
That might have just been the translation of my movie though, IDK what one you guys watched if you did.

I find that hard to believe. Goku's base was INSANE during the Cell/Buu arcs :l.

Pan is far above Freeza. She beat Android 20 and was able to hurt Rildo [who's stronger than Boo].

Base Goku from Cell Games and up should be able to beat frieza low - mid diff. BoG is full of a bunch of hyperboles and understatements and Toriyama is still debating on whether he wants it canon so yeah irrelevant

Meh. Power level's go to hell after the Namek Saga. One minute, you can contend with the crowd. The next you're a weakling. But Frieza's below a lot of people. Base Goku probably can't win. But, would give him a hell of a fight. ]

FYI, the strongest opponent Frieza does have a chance of winning against are The first two androids [19, 20] Namek SSJ Goku, First Appearance Future Trunks.
