Before i start NOTE that DBGT is not cannon any transformation is irrelevant to the power levels displayed and achieved in the Dragon Ball Universe
Now honestly what did everyone expect though,....really ?
Having another transformation that could be achieved by any one singular saiyan on their own would of made SSJ3 irrelevant.
SSJ3 is the apex of transformations reached by a saiyan.
Any other forms were never concrete forms all saiyans could obtain.
So trying to compare and contrast them to others is pointless.
No other saiyan in history has ever obtained SSJ3 that is goku's power and his power alone and not something to compare to other levels the fact there numbered is for simplicity.
The only way to raise the stakes and not undermine the entire buu arc was to introduce a foe that not even goku could beat.
It also opens the door to the possibility for new roads for goku to travel and get stronger without actually making him so before the series ends.
SSG should be looked at as a temporary power like fusion.
A power granted through unity.
